中国经济侵略行为备忘录

美国总统特朗普22日在白宫簽署名为“ 针对中国经济侵略行为备忘录 ”,备忘录提出针对中国剽窃美国知识产权,要对并对中国进口高达“ 600亿美元 ”商品征收惩罚性关稅,美国政府将在15天后公布将被制裁的产品清单。在公布制裁货物清单后有30天谘商期。s

中国商务部随即首次反击,发布“ 报复清单 ”,将对128种、总计30亿美元的美国农产品加征关稅,加征稅率为15%和25%两类。s

官媒《环球时报》建议,中国可限制美国大豆入口中国,作为反制,将对多位于特朗普2016年大选票仓州的农民造成严重损失,“ 他们(豆农)原本大多是川普的支持者,让他们去向特朗普讨公道吧 ”,“美国割中国一块肉,中国就打掉它一颗牙!”s

专家则讥讽没常识,因为中国很大程度依存美国大豆,而且已不可逆转。去年中国总共约进口9,000万吨大豆,当中约3,000万吨来自美国,共140亿美元。原因是美国大豆的进口价格,比中国本土种植,便宜约35%。s

此外,美国的大豆的品质远比中国大豆好很多。这也反映,中国粮食日益倚靠进口,及中国农业的营利能力急剧下降。过去十年如果不是靠平价的入口粮食平衡市场,中国的食品价格早已全面急升,通膨数字远比官方公布的严重,因此中国要与美国打贸易战,并非想像中那么容易。s

国商务部在声明中警告说,“ 中国绝不害怕贸易战 ”。中国外交部发言人华春莹也警告:“首先受损的将是美国消费者和公司企业的利益,美方有关人士错估形势。来而不往非礼也,我们会奉陪到底,不要捡了芝麻丟了西瓜。”s

针对美国白宫国家贸易委员会主任纳瓦罗说到,中国在中美贸易中的获益要远高于美国,这意味着中方将很难作出对美进行报复的决定。s

华春莹形容,“ 这些言论有些夜郎自大,是错判形势,低估中方捍卫自身合法利益的决心和能力,也低估了美方任性妄为所付出的代价 ”。s

华春莹又说,“ 我们大家都看到,有关备忘录簽署的消息一出来后,美国三大股市指数立刻全线下挫,我想这是金融市场为美方有关错误政策和行动投出的不信任票,也从侧面说明了国际社会对美方有关政策和举动的鲁莽和危险性的担忧。”s

太平洋两岸两大巨头贸易战来势汹汹引发全球股市剧烈动荡,继欧洲股市周四收盘大跌、道琼斯指数狂泻700点之后,亚洲市场也接棒暴跌,香港、上海和东京股市周五开盘跌幅超过3%。s

中国驻美国大使崔天凯表示,中方强烈不满并坚决反对美方典型的单边贸易保护主义做法。中国不希望和美国或任何国家打贸易战,“ 如果美方执意要打,我们将奉陪到底,并采取所有必要措施坚决捍卫自身合法利益 ”。s

崔天凯表示,“ 我们一定会反击,我们会报复。如果有人玩厉害的,我们就和他们玩厉害的,看谁更持久 ”。中国驻美国大使馆官网发表的声明还指出,美方此举将“ 搬起石头砸自己的脚 ”。s

人民日报微信客户端还把美中这二十多年来的贸易纠纷,中方的反应态度做个对比。报导称,廿二年前现任驻美大使崔天凯还在担任外交部发言人时,对美国的贸易报复谈话“ 略显悲壮 ”,如今是底气十足的强硬回应“ 奉陪到底 ”,间接说明大陆的国力已非昔日可比。s

许多专家则分析指中共的恐吓不管用,并表示中国这些年盗取美国知识产权,不公平牟取天文数字的利益,“ 北京当局是时候该清醒了 ”。s

特朗普已很客气等了一年 ”,去年4月,在与习近平会面时,特朗普曾提出美中之间的贸易逆差问题严重,一定要想办法改善。他也要求中国就违反世界贸易组织(WTO)规定做出改善,中国要求美国的公司到中国进行投资、销售产品的时候,强迫这些美国公司必须跟中国企业合作,强迫把技术交出来。美国UCLA安德森管理学院的经济学家俞伟雄教授接受大纪元采访时表示,“ 这是非常过分的做法,世界上没有其它政府这样做,这是在盗取知识产权 ”。s

至於放话,“ 来而不往非礼也,我们会奉陪到底 ”,他认为,中国政府在玩它最爱玩的伎俩,威胁、恫吓,想要逼美国政府退缩,“ 仗著自己人高、肌肉多,然后要其他人都听它的话 ”。现在碰到“ 这样绝对不会退让强硬的总统 ”,俞伟雄觉得中国应该清醒了 ”,“ 作为世界第一经济体,需要了解中国是过去整个世界贸易的最大受益者,也是时候开始要回馈了,不要独占所有的利益 ”,“ 如果都是你制造,那其它国家怎么办?其它国家的工人怎么办?都失业了、整体都领失业金吗? ”s

过去,包括谷歌、苹果、微软等这些跨国科技公司在中国面前都要俯首称臣,因为中国用庞大的市场做诱饵。现在不一样了,美国政府对中国开始实施“ 强大的惩罚 ”。特朗普提出对钢、铝征收关稅,争取其它国家的砲火来针对中国,在未来贸易谈判中,一致谴责中国的重商主义。s

他以为,中国没有什么筹码,最好的方式就是诚心诚意地降低关稅,废除要求西方公司必须交出技术的规定。就像其它的西方国家一样,真正地把国内市场打开,然后减少关稅和非关稅的壁垒。s

特朗普22日在白宫外交室表示,他把中国视为“ 朋友 ”,也对中国国家主席习近平表示“ 尊重 ”,不过他话锋一转,强调中国对美国有“史上最大的贸易顺差 ”,批评中国偷窃美国的智慧财产。而且来到5040亿美元的美中贸易逆差已经“ 失控,他绝不能让这个情况继续下去,因此不得不祭出301条款 ”。特朗普还放出狠话:“ 中国必须尽快把对美贸易顺差削减1千亿美元 ”。」s

特朗普强调,今天所簽署的“ 中国经济侵略备忘录 ”,只是许多行动的第一步。他要每个人都记得“ 对等 ”这个词,“ 总不能让中国对美国汽车课征25%的稅,但我们却只课征中国汽车2%的稅。这样不对 ”。s

网上就流传一个中共光说不做的例证:中共承诺进口美国牛肉,实行时却变成指定两家国企为唯一进口商,市场零售价300元/500克,故意将市场零售价抬得很高,是美国市价的38倍。这样一来,中国市民消费不起,就没什么进口量了。中共表面上将自己描绘成市场经济国家,其实完全是政府在操控,这也就是美国不愿再与中共谈判的原因。s

美方宣布停止双边经济对话,特朗普的团队表示,中方的承诺都没有做到,他们已经厌倦了一直与中国协商,他们真要的是,开放中国国内市场,包括修改投资规则,让美资企业能够在大陆有平等待遇。s

但问题是,这碰触到中国政府的禁忌,十九大之后,党对社会的控制是绝对的,尤其警惕西方资本主义“发挥特洛伊木马的作用,最终动摇中国的一党专政 ”,中共不能让步。s

当然贸易战并不符合双方的长远利益,中美两国也有人积极努力希望避免,但这是全球最大的两个经济体,首度公开较劲,双方都有不能输的压力,很难短期间就停战收场。s

大陆更怀疑美国真正目的,不仅仅在经贸,这几个月来,美国陆续公布的几项国家安全政策文件,包括《国家安全战略报告》、《国防战略报告》以及《核态势评估》,都将中国大陆列为主要安全威胁与对手。s

现在不仅是执政的共和党政策,还包括在野的民主党,都一致认为,美国过去三十年的对华战略基本失效,必须改弦更张重新调整,而且未来五至十年是中美战略竞争的关键期,如不把握时间,中国将势不可挡。s

中美贸易战开打在即,中国网友异常关注,但讨论的重点都在600亿与30亿的落差。s

巴赫的天空下:中国绝对没必要对美国搞关稅报复,因为中国的优势本来是人力和供应链配套,如果中国把从美国进口的基础原料和高技术产品提高关稅,实际是在进一步损害了中国自己的代工能力和制造吸引力,所以我的观点:不要报复,静静看戏!如果搞关稅报复,就正好中了美国的计:加剧损害中国的世界工厂国际竞争力

《金融时报》21日刊登分析文章称,世界大企业联合会(The Conference Board)对中共市场敞口的新分析表明,若美中爆发贸易战,直接影响将对中共更为不利。s

世界大企业联合会基於出口数据撰写的报告显示,美国和欧盟对中共的出口附加值分別相当於各自国家经济产出的0.7%1.6%,日本也只有2.1%。s

相比之下,中共对美国的出口附加值几乎相当於其GDP3%,这表明,如果中美爆发贸易冲突,中共受到的损失将更大。s
