要追溯的历史毛泽东与英国:条约“一国两制”

1988年中国国家主席邓小平说:“现在有一个香港,我们在内地还要造几个『香港』”,那个准备大国崛起的世代豪气万千,讵料,蜕变成“厉害了,我的国”,不仅没有如邓小平所说,大胆的改革开放“在内地再造几个香港”,反而被他言中“小裡小气地处理这些问题”

1984年9月26日中英联合声明签署时,邓小平庄严承诺:“再过五十年,会更加证明,一国两制是行得通的”

邓小平在12月19日会见英国首相戴卓尔夫人时还信誓旦旦:“人们担心中国在签署这个协议后,是否能始终如一地执行。我们不仅要告诉阁下和在座的英国朋友,也要告诉全世界的人:中国是信守自己的诺言的”

1987年4月16日邓小平会见基本法港方草委时还说:“按照一国两制的方针解决统一问题后,对香港、澳门、臺湾的政策五十年不变,五十年之后还会不变。当然,那时候我不在了,但是相信我们的接班人会懂得这个道理的…”

邓小平没想到他的接班人不懂得这个道理,还陷国家于不信守承诺的不义,2017年 7月 1日,中国外交部在香港回归祖国怀抱20年后,“《中英联合声明》作为一个历史文件,不再具有任何现实意义,对中国中央政府对香港特区的管理也不具备任何约束力”
香港反送中运动爆發一週年后,中国政府挑选了7月1日这个三重纪念日——中国共产党诞辰(1921年)、英国将香港移交给中国(1997年)和民主活动人士闯入立法会(2019年)——的前夕,通过了香港版的国家安全法,朝一国一制迈进
中国在全球对抗俗称武汉肺炎的COVID-19疫情的时间点,推出港版国安法,不惜孤单应对全世界的抗议与制裁,在对外形象上付出巨大代价,这个选择的考量有,
一,独裁政权对香港前所未有的抗议活动再也忍无可忍,也不容许香港模式在内地被複製,尤其国内经济低迷,必须维持国家稳定,对处理疫情的怨怼与批判,必须收杀鸡儆猴之效 ;
二,中美交恶的压力,加上全球经济脱钩、对中国不当处理俗称武汉肺炎的COVID-19的批评不断,中国信誉扫地,孤立于世界体系,助长习近平的民族主义策略 ;
三,国际的谴责只停留在口诛笔伐,不敢採取任何行动,对于习近平不再理会国际社会对中国国内外行为的忧虑,牛津大学中国研究中心(University of Oxford China Center)主任米特(Rana Mitter)告诉《纽约时报》,中国经济规模已经大到可以制衡其他国家,导致它变成一个不再为自己的独裁愧疚的国家
邓小平说的更多的内地香港,自香港回归后的23年来,内地连一座都没有造出,大国崛起后,居然连这座跟内地想法不太一样的东方明珠,都无法见容,甚至要去而快之。1984年10 月3日邓小平会见港澳同胞国庆观礼团时的气魄和自信讲话言犹在耳:“1997年以后,台湾在香港的机构仍然可以存在,他们可以宣传三民主义,也可以骂共产党,我们不怕他们骂,共产党是骂不倒的。”现在连2019年返送中运动喊了一年的“光復香港,时代革命”口号,都会成为国安法罗织罪名的证据
习近平新时代中国特色社会主义思想在大国崛起后,对香港问题没能如邓小平所言 : “大陆發展起来了,那时还会小裡小气地处理这些问题吗?”不思其反邓小平“讲信义是我们民族的传统,不是我们这一代才有的…我们在协议中说五十年不变,就是五十年不变。我们这一代不会变,下一代也不会变。”只能说,习近平的反是不思,真是一代不如一代
