وليام هيغ: الجهاديون في سوريا خطر على أوروبا

قال وزير الخارجية البريطاني وليام هيغ يوم الخميس انه كلما طال أمد الصراع في سوريا زادت مخاطر تشكيل جيل جديد من المتشددين الذين تدربوا على القتال في المعارك سيمثل فيما بعد تهديدا لبريطانيا ودول اخرى في اوروبا.
ووجه هيغ تصريحاته لروسيا التي تعرضت هي نفسها لهجمات من جانب متشددين اسلاميين لكنها اعاقت -بالمشاركة مع الصين- صدور ثلاثة قرارات من مجلس الامن الدولي ضد الرئيس السوري بشار الاسد.
ويواجه الاسد انتفاضة ضد حكمة منذ نحو عامين اسفرت حتى الان عن مقتل حوالي 70 الف شخص وصارت تستقطب الجهاديين الاجانب الذين يريدون اقامة دولة اسلامية متشددة في سوريا.
وقال هيغ ان بريطانيا لم تفقد ايمانها بانتفاضات الربيع العربي التي أطاحت في العام الماضي باربعة من الحكام العرب المستبدين لكنها حذرت من ان سوريا ستكون الحالة الاكثر حدة لانتفاضة “يختطفها” الاسلاميون.
ووصف هيغ -في خطاب يحدد استراتيجية بريطانيا لمكافحة الارهاب- سوريا بأنها “المقصد رقم واحد للجهاديين في كل مكان في العالم اليوم.”
وقال للصحفيين في المعهد الملكي المتحد للخدمات وهو مركز للدراسات العسكرية “هذا يتضمن عددا من الافراد المتصلين بالمملكة المتحدة ودول اوروبية اخرى.”
واضاف “ربما لا يمثلون تهديدا لنا عندما يذهبون اولا إلى سوريا لكنهم اذا ظلوا على قيد الحياة ربما عاد بعضهم وقد ازدادوا تشددا في الفكر واكتسبوا خبرة في السلاح والمتفجرات.”
ومضى يقول “وكلما طال امد الصراع تزايد خطر هذا الامر وهي نقطة يجب الا يغفلها صناع القرار في روسيا وغيرها.”
وحث هيغ روسيا والصين على دعم جهود مجلس الامن الدولي من اجل التوصل إلى حل للصراع من خلال التفاوض يضم المعارضة و”عناصر من النظام” والا واجهنا خطر استخدام الاسلحة الكيماوية والبيولوجية السورية.
وفي اجتماع وزراء خارجية الاتحاد الاوروبي الذي يعقد في بروكسل الاسبوع القادم ستحث بريطانيا الدول الاوروبية على مراجعة حظر السلاح الذي يفرضه الاتحاد الاوروبي على سوريا والذي ينتهي في اول مارس اذار كي يسمح بمزيد من المساعدة للمعارضة السورية التي تسعى للاطاحة بالاسد.
وسلط هيغ الضوء على الخطر المحتمل من سوريا في اطار سياسة جديدة بشأن كيفية التعاون في مجال المخابرات مع دول يشتبه في ارتكابها لانتهاكات لحقوق الانسان.
وعانت بريطانيا طويلا في تحقيق التوازن بين التمسك بمعارضتها لكل اشكال التعذيب وضمان جمع المعلومات عن هجمات يدبرها متشددون وهي معلومات ربما يتم الحصول عليها عبر المعاملة السيئة للمشتبه بهم.
وادى ذلك إلى اتهامات بالتواطؤ في التعذيب وعدد من الهزائم القضائية المحرجة.
وفي ديسمبر كانون الاول وافقت بريطانيا على دفع اكثر من مليوني جنيه استرليني (3.1 مليون دولار) لمعارض سابق للزعيم الليبي الراحل معمر القذافي بعد ان قال ان بريطانيا شاركت في تسليمه إلى طرابلس حيث تعرض للتعذيب.
وفي تحديد لاستراتيجية بريطانيا لمكافحة الارهاب قال هيغ ان بريطانيا تواجه معضلة بشأن إمكانية العمل مع دول لا تستطيع ضمان عدم تعرض المشتبه بهم لانتهاكات.
وقال ان دولا عديدة ستكون قادرة على تقديم “ضمانات يمكن الوثوق بها” على انها لن تسيء معاملة المشتبه بهم.
وقال “عندما لا يكون الحال كذلك نواجه خيارا صعبا. يمكننا وقف التعامل او يمكننا اختيار التعاون معهم بطريقة يتم التحكم فيها بعناية مع السعي إلى نهج اكثر شمولا للالتزام بحقوق الانسان.
“هذا النهج له مخاطره لكنني متأكد ان مخاطر الخيار الاول -اي التراجع- ما زالت اكثر بوضع مواطنينا في خطر اكبر للتعرض لهجمات ارهابية.”
