كيري: مطلوب قرارات صعبة من الفلسطينيين والاسرائيليين

حث وزير الخارجية الاميركي جون كيري الجمعة الاسرائيليين والفلسطينيين على اتخاذ “قرارات صعبة” لاستئناف المفاوضات وذلك في ختام رابع زيارة يقوم بها الى اسرائيل والاراضي الفلسطينية منذ توليه مهامه.
وقال كيري الذي التقى في اليومين الماضيين ابرز القادة الاسرائيليين والفلسطينيين، “نقترب من الوقت الذي سيتعين فيه اتخاذ قرارات صعبة”.
واضاف الوزير الاميركي في مؤتمر صحافي عقده قبيل سفره في مطار تل ابيب “من الواضح ان الوضع القائم لا يمكن ان يستمر على المدى البعيد (…) وفي النهاية سيتعين على الجانبين ابداء روح الزعامة” للتوصل الى السلام.
وذكر كيري بان الرئيس الاميركي باراك اوباما “قال بوضوح” خلال زيارته للمنطقة في اذار/مارس الماضي انه سيمنح الاسرائيليين والفلسطينيين “فسحة من الوقت لبضعة اشهر يجري بعدها استعراضا للوضع لتحديد ما وصلنا اليه وما اذا كان الطرفان جادين في الرغبة بالعودة الى طاولة المفاوضات”.
واضاف كيري “لا يمكن للاسرائيليين والفلسطينيين معالجة قضايا الوضع النهائي (اقامة دولة فلسطينية …) والتوصل الى السلام الذي يستحقونه الا من خلال مفاوضات مباشرة”.
واشاد مسؤول حكومي اسرائيلي بتصريحات وزير الخارجية الاميركي مؤكدا لفرانس برس ان مباحثاته كانت “بناءة”.
واشار المسؤول نفسه الى ان رئيس الوزراء بنيامين “نتانياهو شكر لوزير الخارجية الاميركي جهوده لاطلاق المفاوضات التي تعتبر اسرائيل نفسها مستعدة لاستئنافها فورا”.
وردا على سؤال بشان سياسة الاستيطان الاسرائيلية انتقد كيري عزم الحكومة الاسرائيلية منح الوضع القانوني لاربع مستوطنات عشوائية في الضفة الغربية كانت قد تعهدت بازالتها، لكنه اعتبر ان ذلك لا ينبغي ان يحول دون استئناف المفاوضات.
وخلال زيارته، التي لم تسفر كما يبدو عن اي اختراق، سعى كيري الى تبديد مشاعر الريبة السائدة بالعمل على اعادة اطلاق المفاوضات المجمدة كليا منذ نحو ثلاث سنوات.
وفي اسرائيل اجتمع كيري مرتين مع نتانياهو كما التقى الرئيس شيمون بيريز ووزيرة العدل المكلفة الملف الفلسطيني تسيبي ليفني. وفي الاراضي الفلسطينية التقى الرئيس محمود عباس وفريق مفاوضيه وايضا رئيس الوزراء المستقيل سلام فياض.
واقر كيري الخميس بوجود شكوك في محاولته التوسط لبدء محادثات جديدة.
وقال “اعرف هذه المنطقة بما يكفي لادرك ان هناك شكوكا، وان هناك ايضا في بعض الاوساط نوعا من السخرية …. وذلك بعد سنوات من المرارة والاحباط”.
واضاف “لكننا نامل في ان نتمكن، بما اننا منهجيون وحذرون وصبورون وواضحون وعنيدون، من التقدم”.
واعلن في هذه المناسبة ان الجنرال الاميركي جون الن القائد السابق لقوات التحالف الدولي في افغانستان والذي اصبح مستشارا خاصا للامن في الشرق الاوسط في وزارة الدفاع “موجود هنا للعمل مع زملائه بشان القضايا الامنية”.
وتطالب القيادة الفلسطينية بوقف الاستيطان اليهودي في الضفة الغربية والقدس الشرقية المحتلتين قبل استئناف المفاوضات.
الا ان نتانياهو رفض ذلك معتبرا هذا المطلب “شرطا مسبقا” للمفاوضات لكنه اوقف مؤخرا استدراجات عروض لبناء وحدات سكنية جديدة في المستوطنات.
من جانبها علقت القيادة الفلسطينية كل تحركات للانضمام الى المنظمات الدولية بما فيها الهيئات القضائية التي يمكنها ملاحقة اسرائيل، وهو ما اصبح من حقها بعد حصولها على وضع الدولة المراقب في الامم المتحدة، وذلك لاعطاء الوقت لكيري للتوصل الى نتائج. وقد وافق الرئيس عباس على الانتظار حتى 7 حزيران/يونيو المقبل.
ومن المقرر ان يلتقي جون كيري من جديد مع الرئيس الفلسطيني والرئيس الاسرائيلي شيمون بيريز خلال المنتدى الاقتصادي العالمي الذي سيعقد في الاردن من 24 الى 26 حزيران/يونيو الحالي. الا انه لا يوجد لقاء مقرر بين الثلاثة والعاهل الاردني عبد الله الثاني.
