واشنطن تدافع عن المستوطنات الاسرائيلية في الضفة

نددت السفيرة الأميركية لدى الامم المتحدة نيكي هايلي بإعلان المنظمة الدولية الاربعاء أنها تتقصى أنشطة 206 شركات تعمل في المستوطنات الإسرائيلية في الاراضي الفلسطينية المحتلة والتي يعتبرها القانون الدولي غير مشروعة، مؤكدة ان هذا الجهد “مضيعة للوقت والموارد” ودليل على “الهوس بمعاداة اسرائيل”.

وكانت المفوضية العليا لحقوق الإنسان التابعة للامم المتحدة اعلنت الاربعاء أنها تتقصى أنشطة 206 شركات تعمل في المستوطنات الإسرائيلية في الأراضي الفلسطينية المحتلة، في اجراء تخشى الدولة العبرية ان يمهد الطريق امام إعداد “قائمة سوداء” بأسماء هذه الشركات لفرض مقاطعة دولية عليها.

وقالت هايلي ان “المسألة برمتها تتجاوز صلاحيات المفوضية العليا لحقوق الانسان وهي مضيعة للوقت والموارد”.

وأضافت السفيرة الاميركية “على الرغم من اننا ننوه بحكمتهم في الامتناع عن نشر اسماء هذه الشركات، الا ان نشر التقرير هو تذكير بهوس المجلس بمعاداة اسرائيل”. وأكدت هيلي ان “الولايات المتحدة ستستمر في التصدي بكل قوة للاطراف الضالعة في معاداة اسرائيل وستواصل اقتراح الاصلاحات التي يحتاج اليها المجلس بشدة”.

وكان سفير اسرائيل لدى الامم المتحدة داني دانون اعتبر ان نشر هذا التقرير “معيب”، مؤكدا ان الدولة العبرية ستواصل العمل “لوقف نشر هذه +اللائحة السوداء+”.

وفي حين يعتبر القانون الدولي الاستيطان في الاراضي المحتلة غير مشروع فان القسم الأكبر من المجتمع الدولي يرى في المستوطنات الاسرائيلية عقبة في طريق السلام بين الفلسطينيين والإسرائيليين.

وأعد التقرير بموجب قرار تبناه مجلس حقوق الإنسان التابع للامم المتحدة في آذار/مارس 2016 باقتراح من باكستان باسم منظمة التعاون الإسلامي ويطلب من المفوض السامي إعداد قاعدة بيانات بكل الشركات المنخرطة في أنشطة على صلة ببناء المستوطنات وتطويرها وصيانتها، على أن يتم تحديث هذه القاعدة سنويا.

وبحسب التقرير الذي نشرته المفوضية فإن 143 من الشركات الـ206 لها مقار في إسرائيل أو في المستوطنات، و22 في الولايات المتحدة، و7 في ألمانيا و5 في هولندا و4 في فرنسا.

وكان يفترض نشر أول تقرير يتضمن أسماء الشركات المعنية في آذار/مارس 2017، لكن نظراً لحجم المهمة، حصل مكتب المفوض السامي على تمديد حتى نهاية السنة، على أن يعرض أمام المجلس في آذار/مارس 2018.

ولا يتضمن التقرير الصادر الأربعاء قائمة بالشركات المعنية وانما يفصل منهجية عمل الأمم المتحدة، في حين قالت المفوضية أنها تمكنت من الاتصال ب64 من اجمالي الشركات، نظراً لمحدودية مواردها.

وقال مكتب المفوضية انه حصل على موارد محدودة للقيام بمهمته ولا يزال يتعين عليه الاتصال ب142 شركة.

وقال المكتب “ما ان تنهي المفوضية الاتصال بكل الشركات المئتين والست وبموجب ردها أو عدم ردها، فإنها تعتزم نشر أسمائها”، لكنه يحتاج من اجل إتمام قاعدة البيانات الى “مزيد من الموارد”.

ويقيم في الضفة الغربية والقدس الشرقية المحتلتين أكثر من 600 ألف مستوطن اسرائيلي ما يولد احتكاكات وصدامات شبه يومية مع نحو ثلاثة ملايين فلسطيني.
